Fine Gael MEP for Ireland South, Sean Kelly, has welcomed the High Court’s decision to overturn An Bord Pleanála’s refusal of the Shannon LNG terminal project. Kelly, a long-time advocate for energy security and investment in Ireland, views the decision as a critical step toward ensuring Ireland has a stable and predictable planning system.

“This High Court ruling provides much-needed legal clarity on the Shannon LNG terminal,” Kelly said. “The reasons behind the original refusal by An Bord Pleanála were not sufficiently strong, and this decision corrects that. It brings a sense of certainty that is crucial for future investments in the region and the country.”

Kelly highlighted that Ireland’s planning system must be robust yet predictable to attract investment. “We need a planning system that works efficiently for the country’s growth. The delays caused by lengthy decision-making processes are a major concern. Shannon LNG is just one of many projects that have been significantly delayed, and it’s high time we addressed these inefficiencies,” he emphasized.

The MEP also pointed to the broader implications of the High Court’s ruling for energy security in Ireland. “The war in Ukraine has shown the real dangers of relying on limited gas supply routes. The ability to import LNG would provide Ireland with an additional energy option, reducing our dependence on any one source,” Kelly stated.

While Ireland is committed to achieving net zero by 2050, Kelly underscored the continued role that gas will play in the transition. “We are on a pathway to net zero, but the reality is that gas will remain a vital part of our energy mix in the coming years to ensure the reliable supply we need. The Shannon LNG project can help secure that supply as we transition to more renewable energy sources,” he said.

Looking ahead, Kelly called for expedited decision-making processes, particularly as Ireland seeks to finalise the Planning and Development Act in the Oireachtas. “It is essential that projects like Shannon LNG receive timely decisions. I hope this ruling will enable the project to move forward swiftly and contribute to our energy security,” Kelly concluded.

The High Court decision offers a renewed opportunity for the Shannon LNG terminal, a project first proposed 17 years ago, to proceed with a new planning application.
